The system will not hold them back, regardless of how ill prepared they are to advance in grade level. Most unionized workplaces operate like that.&lt;/p&gt;&lt;p&gt;Some schools are better than others because people gravitate to the cushy assignments. Each school year there is basically a draft, and teachers draw their assignments as their "number " comes up. The further down the pecking order , the less likely you are to get a "good" assignment.&lt;/p&gt;&lt;p&gt;New hires end up in the less desirable schools, and get out when they get a chance.
