Why are we USA citizens so STUPID?

I worked in Italy as a foreign teacher for approximately 10 years and had to pay the Italian income and social security taxes during the whole period.

However, foreign teachers and students who work in the United States are EXEMPT from paying our social security tax (FCIA Tax). This exemption is despite our International Social Security Agreements and the fact that most foreign teachers and students return to their home country.

With all due respect, for some reason our Honorable Congresspersons still CANNOT figure out why our Social Security Administration is going broke.

What's up that?

1. Request your assistance in obtaining a copy of the employment discrimination complaint intake information that I provided over the phone to Ms. Carolyn Dilks on 9/23/2009. Ms. Dilks told me that she has to type and put what I tell her into the DLA intake report and/or words to that effect. The information that I provided to Ms. Dilks is my employment discrimination complaint statement needed in order to provide the same information to the informal counselor/investigator and formal investigator. All three individuals working on the same Complaint of Employment Discrimination DLA Case Number DLAC-09-1190 require me tell each of them my allegation.

2. Obviously, the method that the federal government agencies use to investigate discrimination complaints is designed more to frustrate, harass and/or intimidate complainants rather than to investigate. Moreover, it is wasted tax payers’ money when three separate individuals work on the same complaint being told the same information (i.e., 1) agency EO technician, 2) informal non-governmental counselor/investigator and 3) formal government investigator).

3. For your information I have provided 9 pages of emails pertaining to this matter. Please observe my efforts to obtain the information from the lowest levels possible (i.e., Ms. Carolyn Dilks, DLA HQ EO Technician, COR Interpreter Services, (703)767-6777 and Mr. Philip D. Hepperle, Acting Direct, EEO Operations Division, (703) 767-6161).

Dear Mr. Hepperle:

1. With all due respect, by now you have probably heard that I am highly perturbed with the manner in which you are operating the DLA, EEO Operations Division.

2. In particular, I spent approximately two hours, starting at 1317 hours on September 23, 2009, providing intake information to Ms. Carolyn Dilks in which she questioned and interrupted me several time. Ms. Dilks stated that: I am typing the information to be put in the intake form and/or words to that effect.

3. I provided the answers to all of the questions that Ms. Dilks asked and she told me that: I will send you the DLA Case Number to your email address after I enter the information that you have provided me and/or words to that effect.

4. At approximately 1510 hours on September 23, 2009, I received a call from phone number: (614) 692-0730. This caller failed to properly identify herself (i.e. name, organization, etc.). The caller told me that: You now have to tell me all the information that you provided to Ms. Dilks and/or words to that effect. Also, the caller informed me that Ms. Dilks did not provide her with the intake information that I had provided and/or words to that effect. I asked the caller if she had the case number and she told me: DLAC-09-1190.

5. In any case, it is obvious that Ms. Dilks lied to me since Ms. Dilks did not call me back until after I contacted Mr. Wiggins for assistance. Furthermore, it appears from the emails that Ms. Dilks has refused to provide me with a copy of the information that I provided her with extreme courtesy.

6. Request that you provide me with the information that Ms. Dilks put in my intake report.

7. Thank you for your cooperation and corrective actions within your division to improve office procedures to reflect favorably on the United States. Please feel free to contact me if any question.

My Freedom of Information Act request, Case #: 09-HFOI-00100, was denied by Kathy Tennessee at (703) 767-6183 of the Defense Logistics Agency. Ms. Tennessee used a 2005 policy letter from the Bush Administration as justification for the denial.

Apparently Ms. Tennessee is another federal employee wanting our President Obama to fail with his Freedom of Information Act policy and/or interfere with my civil law suit being prepared against the Secretary of Defense.

JUSTIFICATION:
I Melvin A. Warren on or about March 15, 2009 was discriminated against based on my age 64 (3/14/1945) and/or sex (male) when I was not selected for the position of Administrative Officer, GS-0341-09, Announcement #: DSCC-09-932, at Department of Defense, Defense Logistics Agency (DLA) Warren, Process Management/Operations Division, DSCC-ZG-B, U.S. Army TACOM Life Cycle Management Command in Warren, MI. The selecting official at DLA in Warren, MI returned the HR Certificate unused with no selection made for Announcement DSCC-09-932, Series: GS-0341-09 [Skills: 70, Training: 0, Education: 20, Awards: 0] but should have been a perfect score 100 with my 10 points as a Disabled Veteran (DVAAP/30 Percent). Mr. Rhett Leverett, the assigned EEO Counselor, told me that Ms. Mary Dwyer said no one was found qualified for the position and/or words to that effect. However, this same job was re-announced as Administrative Officer, GS-0341-09, and Announcement #: DSCC-09-1655. The date of my application on the re-announcement is 3/6/2009. Ironically, I was interviewed for the new Announcement # DSCC-09-1655. Nevertheless, I was not interviewed or selected for the Announcement #: DSCC-09-932 since without a just reason the HR Certificate was returned unused with no selection.
