Under the federal IDEA, public schools have to provide an education to learning disabled students, "mainstreaming" them into traditional classrooms (exceptions are made for the severely disabled). Charter schools don't have to do this. They don't have to take any &amp;amp; all students as public schools do.&lt;/p&gt;&lt;p&gt;This not only gives charter schools an advantage on student achievement scores, but they also do not have to spend money for SPED teachers. With fewer students, a public school will get fewer dollars, yet have to spend more on student services than a charter school, further disadvantaging the state run school.&lt;/p&gt;&lt;p&gt;Charter schools have been operating in St Louis for over 30 years. Many believe the legal system is failing the black community. MLK, jr. said "Rioting is the language of the unheard."&lt;/p&gt;&lt;p&gt;In no way does this excuse looting &amp;amp; the destruction of property, but it does explain it. Your "solution" is not a solution.&lt;br&gt;While it's true most workers don't earn the minimum wage, what about those earning just a dollar or 3 above it? Less than 40% of workers make under $15/hr.
