All anyone needs to do is go to their website or look at their literature to see that they continuously promote this "conservation stamp" to waterfowl hunters. Is there any doubt as to why waterfowl hunters buy the stamp? No. They buy the stamp because it is required to hunt waterfowl. Even non-waterfowl hunters don't buy the Duck Stamp.&lt;/p&gt;&lt;p&gt;The reason that birders are hesitant to buy the Duck Stamp are several. Most often mentioned are (1) many wildlife watchers, birders and photographers don’t want to support a stamp that is so intimately and historically associated with hunting (after all, it is a hunting license) and (2) Duck Stamp sales to non-hunters are not accurately calculated to reflect their contributions – which tends to short change the conservation goals of non-consumptive users.&lt;/p&gt;&lt;p&gt;Case in point - On March 5, 2014, the U.S. Fish and Wildlife Service Director Dan Ashe announced the agency will expand hunting and fishing opportunities throughout the National Wildlife Refuge System, opening up new hunting programs on six refuges and expanding existing hunting and fishing programs on another 20 refuges.&lt;/p&gt;&lt;p&gt;Most wildlife watchers and photographers I know like to enjoy the refuges without hearing shotgun blasts disrupting the peace and quite of their outdoor experience. Obviously, the expansion of hunting opportunities on refuges would be something they would not consider a positive development.&lt;/p&gt;&lt;p&gt;In other words, the fact that the USFWS does not keep track of who buys the Duck Stamp leaves non-consumptive users of the refuge system no input on the policies implemented on refuge land. At this point it is probably pertinent to mention that the Migratory Bird Conservation Fund (of which Duck Stamp proceeds make up only a percentage) have purchased only about 3% of refuge land. &lt;a href="http://www.fws.gov/refuges/about/acquisition.html#money" rel="nofollow noopener" target="_blank" title="http://www.fws.gov/refuges/about/acquisition.html#money"&gt;http://www.fws.gov/refuges/...&lt;/a&gt;&lt;/p&gt;&lt;p&gt;The fact that birders and other non-consumptive users of our refuge system want to be counted is so that we can have a voice in the policies enacted. To suggest that birders should buy shotguns and ammunition to bolster land conservation is absurd on its face. Many of us contribute far more than the $15 for a Duck Stamp to land, water and wildlife conservation through other channels and organizations.&lt;/p&gt;&lt;p&gt;We see no reason whatsoever that an additional stamp could not be created (just as the Junior Duck Stamp was) that would appeal to non-consumptive users. Why try to push unwilling purchasers to buy a stamp that they really don't want? Why not create a Wildlife Conservation Stamp that would naturally appeal to birders, photographers, hikers, kayakers, and the like? After all, we make up 76% of recreational visitor days on the National Wildlife Refuge System every year.
