Not as long as the stadium is privately funded. If they wanted to fund it publicly, then perhaps a case could be made but I don't think anybody in their right mind wants to open that can of worms.&lt;/p&gt;&lt;p&gt;Now, they could use it to upgrade the roads in the area.
