Our state GMA gave them a small amount of added oversight of local governments GMA Transportation plans, but no power to really coordinate policies at the muliticounty level. 2040 will be advisory and the 4 countys will continue to do what the local governments want, with very little regional perspective. Performance measures would aid in monitoring the outcomes of the regional planning process. But--<br>Regional Planners love to plan, but seldom monitor and report to the regional public on whethe they have the outcomes that they predicted in their regional plans, and no one seems to seek more regional accountability of the planning process. To reduce the US dependence on foreign oil and reducing US CO2 pollution by 80% will be challenging.
