They have always been powerless, and a stepchild of the state DOT'S.  Our state GMA gave them a small amount of added oversight of local governments GMA Transportation plans, but no power to really coordinate policies at the muliticounty level.  2040 will be advisory and the 4 countys will continue to do what the local governments want, with very little regional perspective. Performance measures  would aid in monitoring the outcomes of the regional planning process.  But--&lt;br&gt;Regional Planners love to plan, but seldom monitor and report to the regional public on whethe they have the outcomes that they predicted in their regional plans, and no one seems to seek more regional accountability of the planning process.  Reducing GHG and related CO2 is a more important regional resposibility to reduce Climate Change than ever, but the regional transportation planning agency does not have the tools or power to recommend new policies that would substatively reduce regional SOV trips and global Co2 pollution &lt;br&gt;And so it continues!&lt;/p&gt;</description><dc:creator xmlns:dc="http://purl.org/dc/elements/1.1/">kuss50</dc:creator><pubDate>Fri, 02 Oct 2009 00:29:26 -0000</pubDate></item><item><title>Re: Going Green a Long-term Obama Goal</title><link>http://washingtonindependent.com/19109/for-obama-going-green-may-be-long-term#comment-3904897</link><description>&lt;p&gt;It is really so important to have Obama promoting these transformational environmental platform proposals to have adopted as a National Policy.  To reduce the US dependence on foreign oil and reducing US CO2 pollution by 80% will be challenging.  His election was great for the nation, now we just have to follow through and implement the many ideas that can change our nation and provide sustainable futures for all and future generations.&lt;br&gt;Action is needed, as soon as possible. &lt;/p&gt;</description><dc:creator xmlns:dc="http://purl.org/dc/elements/1.1/">kuss50</dc:creator><pubDate>Wed, 19 Nov 2008 19:44:24 -0000</pubDate></item></channel></rss>
