We don't know what happened in Fordow which apparently only contains centrifuges and supporting equipment. Even if the Iranians removed much of their enriched uranium they won't be able to build a bomb with it until rebuilding the sites, or building new sites, that contained that tech. Yes, Ratcliffe is telling the truth. It will be years for them to rebuild the necessary infrastructure to build bombs.

Oh, and how many scientists do you think they have left who can direct building and running those sites?!?!
