I don't even know how the jurisdictions would apply, an officer from another jurisdiction would not be on duty unless the supervisory authority over police is there to authorize them in some capacity. It may depend on each state. It will allow for 125 parking with indoor,  outdoor training.  It has been mentioned that there will be night training exercises,  as well as swat team exercises.  I called the state Representative and was told it would have 24 hour access.  If you live less than a half mile from the center this will affect your lifestyle. People are not anti police they are worried about property values dropping and having their serenity taking away.  There are other options,  according to Joe Courtney there are other facilities that are eager to collaborate with the state including East Haven.  You also have to consider the cost.
