We are experiencing an economically challenging time now in case this administration has not noticed.  Insourcing and bringing these jobs to the government does not make sense.  This causes a great problem for those that are already suffering the most - small businesses.  Additionally, who will be footing the bill for the government salaries?  Everyone will be working for the government and there will be no free-enterprise. You cannot be successful unless you re-evaluate and adjust to meet both internal and external needs.  The GSA Advisory Panel was comprised of both government and industry - another smart move.  Not all of the recommendations are going to be perfect and work for everyone, but it makes sense to implement most of these changes.
