If your study says "You need a new roof in 5 years and it will cost $50K", you'd better have a budget showing you'll have $50k in reserves in 5 years or no one, not a buyer or an owner refinancing, will be able to get a Fannie/Freddie loan. And at that point it doesn't matter if your roof is good for 10 years or you have a good roofer who will do it for $30k. Once it's in the reserve study, it's fact. Of course, NOT doing a reserve study ALSO makes it harder to get Fannie/Freddie loans.
