Pedestrians get killed all the time even when they are in crosswalks. It is because people in cars expect everyone else to leap out of their way any place they travel. Increased vehicle speeds is what kills people when they get hit by cars. Real traffic safety measures will result in cars being slowed down. And they will be charged with a misdemeanor or a minor driving infraction. Keep in mind that many pedestrians are out there walking because they cannot afford to drive, and they certainly cannot afford the medical bills and 6 months of recovery when they get knocked down. I, for one, also spoke, both endorsing parts of the resolution , and offering my bike clubs help in educating cyclists.  The way this article reads, you would think that cycling is a huge safety issues in rural orange county. It really isn't Im, and many of my fellow cyclists ride tens of thousands of miles annually in this area. We follow the rules of the road, and we ride safely and sensibly.
