well. hmm.
i think a false bottom from the government, your parents, what have you, encourages riskier behavior. on the other side of that coin is big opportunity.

one way to encourage huge growth and to keep your little Lehman babies in line, is regulation, but when there's no boundary between the governing body and the profit seekers, regulatory legislation becomes less likely.

bottom line. you can walk a longer and higher tight rope when there's a net to catch you.
but when you actually need to expend your own value, your decision making process, and risk analysis becomes more shrewd.
