The stable contains a few pretty major changes and can be less 'stable' then RC3. The GPL does not require you to release your modified version, or any part of it. You are free to make modifications and use them privately, without ever releasing them. This applies to organizations (including companies), too; an organization can make a modified version and use it internally without ever releasing it outside the organization.&lt;/p&gt;&lt;p&gt;For example, if a company would build a custom CMS on the Joomla Framework and only used the software internally there isn't any distribution. Modifications by their own employees for internal use would also be allowed and not considered distribution. In this scenario the GPL does not take effect on the custom CMS at all.&lt;/p&gt;&lt;p&gt;This allows companies like Wordpress to build &lt;a href="http://Wordpress.com" rel="nofollow noopener" target="_blank" title="Wordpress.com"&gt;Wordpress.com&lt;/a&gt; and Acquia to use Drupal for Drupalgardens. Both GPL and both are running modified versions of Wordpress and Drupal since the modifications are only used internally, and are thus not being distributed they need not be shared publicly.&lt;/p&gt;&lt;p&gt;The only license that does impose code to be made available even if it's not being distributed is the AGPL (Affero GPL), for more info see : &lt;a href="https://www.gnu.org/licenses/why-affero-gpl.html" rel="nofollow noopener" target="_blank" title="https://www.gnu.org/licenses/why-affero-gpl.html"&gt;https://www.gnu.org/license...&lt;/a&gt;&lt;/p&gt;&lt;p&gt;The essence of the GPL is that it does not limit what you can do with the software -- it only imposes requirements on you when you Convey or Propagate the covered work.
