I agree with Phil Gramm's assessment that people are "whining", imagining a recession which still does not exist by definition, and expecting the government to fix a market situation.&lt;/p&gt;&lt;p&gt;However, I don't agree with you that forbidding oil companies to seek out more oil at this time makes sense.  It will be years before the new oil even has an impact on the market, and less foreign dependence is a good thing.
