However -- as you say -- it is difficult to address without getting into constitutional issues. And a key criteria for No Labels reform agenda, is that all the reforms be able to be implemented quickly. Constitutional amendments don't fit that bill.&lt;/p&gt;&lt;p&gt;That said, we think these rules changes are a first step toward making Congress work again.
