Catholics have civil unions all over the world!
In countries such as Mexico, for instance, Catholics have for more than a century accepted a firm distinction between civil and religious marriage, the result of a long history of struggle between the government and the church over questions of ecclesial authority in the secular realm. "se casaron por lo civil y mas luego por la iglesia". (“married civilly and then by the church.”) Throughout the world, including the US, it is the civil ceremony that grants civil and secular rights, benefits and obligations. A religious ceremony (“holy matrimony”) is simply frosting on the cake but NOT necessary for a marriage to be performed and to exist. Most European countries today practice a similar division. It is in the American Catholic Church, in which priests serve simultaneously as agents of the state and ministers of the church, is where the problem exists.

The LaPierre family trace their patrilineal heritage to a 17th century French ancestor who emigrated from the Brittany region of France to New France (now Quebec, Canada). His family moved to Roanoke, Virginia, when LaPierre, Jr. was five years old, and he was raised in the Roman Catholic church.

VE Day: 5/8/45
Bombing of Hiroshima: 8/6/45
Bombing of Nagasaki: 8/9/45
VJ day: 9/2/45

Another thing making things difficult here in CA is the fact that, with Proposition 13 including commercial properties, real estate taxes fall disproportionately on home owners who buy houses since the uptick in property values. Commercial properties do no change hands often if ever so their assessed valuation is significantly below market value. There is a move in the November election to reassess these properties every 3 or 4 years and needless to say big business if fighting that big-time. I am covered by Prop 13 and if my house was taxed at the current market value I'd have to sell. The property taxes would cost me almost $1,800 per MONTH.
