"se casaron por lo civil y mas luego por la iglesia". (“married civilly and then by the church.”)  Throughout the world, including the US, it is the civil ceremony that grants civil and secular rights, benefits and obligations.  A religious ceremony (“holy matrimony”) is simply frosting on the cake but NOT necessary for a marriage to be performed and to exist.  Most European countries today practice a similar division. Commercial properties do no change hands often if ever so their assessed valuation is significantly below market value.  There is a move in the November election to reassess these properties every 3 or 4 years and needless to say big business if fighting that big-time. I am covered by Prop 13 and if my house was taxed at the current market value I'd have to sell.
