Both sides have pros and cons. Having a complete course taught in a semester may ensure that students learn it more thoroughly AT THAT TIME. But, having taught all grades k-12 over a long career, I can assure you that there is often little retention in June of the material taught and learned in September and October. Conversely, having a course taught over the stretch of an entire school year has its own challenges with retention, although it does provide the opportunity for teachers to review past information and tie it to the current learning. I'm not sure exactly what kind of magic wand teachers should be expected to have to overcome these challenges, but I think if you have concerns, you should raise them and then have a respectful conversation about the options.
