While Opensource stuff like Drupal, Joomla, Wordpress, can easily solve this and they are not expensive at all.&lt;/p&gt;&lt;p&gt;Aside from that... there are many PHP frameworks out there like CakePHP, CodeIgniter, Zend and more that has SEF URLs built in.
