I remember reading or watching an interview with the writers where they said they had basically combined characters - Zola stuffed in the computer in Winter Soldier was their take on MODOK. Similar how to they combined Death and Hela in Ragnarok.... Now that said, it would be easy to bring back Zola's computerized consciousness and stuff it into a robotic body. And yes I know in the comics the Zola robot is different than MODOK, but I think they'd combine characters and make him MODOK if they go that route; they like to consolidate/streamline characters in the MCU.
