In those days, urinals were often free but toilets were sometimes were not.  One of March Fong Eu's accomplishments, and I will always remember this because of that early experience, was to get rid of pay toilets.  Only recently did I understand the significance of that move.  Since urinals were free but toilets were not, getting rid of the pay toilets was seen as a big move for equal rights for women.&lt;/p&gt;&lt;p&gt;She seemed to have been California Secretary of State forever, as I recall seeing her name in that position for many elections.  She was also said to have incorporated registration by mail, expanded the use of absentee ballots, and included candidate statements in election material.
