The two industries are rife with unpaid interns. I have met interns on their third unpaid position at one or more of the various Vancouver advertising and digital firms. It does not help the matter that the various post secondary placement departments are informing their grads to expect unpaid work as well. We have always paid interns, and practicum students for that matter, and know it is part of company overhead to pay people. We have lots of experience in large tech and web projects of this scope and nature and I wanted to add a voice from a provider's perspective. Like I mentioned there were most likely less expensive ways to do it from a tech choice but I suspect not by much. If you were completely gutting all of the systems and processes attached to a civic site like this then the planing and strategy one of the most expensive components regardless of tech. Let's face a new major website that costs any amount of money is going get the conversation going.
