Therefore, it makes sense to me that actions be taken to create the highest good for the greatest number of people. I don't think that officers should have to wait until they can witness unsafe  behavior before citing texting as a secondary offense.  I believe that texting while driving is much too seriously hazardous, and it should be treated as such, without babying offenders. I could not react negatively to negative actions or words of others.
