What do you want them to ask? "Mr. Arc go and get drivers license or sss ID then come back"! Of course not, because it will take number of days. They will just ask you to get NBI ID because you can get NBI ID easily, but it does'nt mean that they prefer NBI ID instead of primary ID's listed by Mr. Anonymous above. The first thing the bank will ask  is the primary ID. The bank will still accept Postal ID but accompanied by any secondary ID. If you dont have any, you may use any government issued documents or ID. And also proof of billing named to you will do when opening any kind of account. It 's true that we cannot dishonor any legal government issued documents or ID, because it is a case.
