Impressive plan, but there's one key point to be considered IMHO. They
say: "the energy would be equivalent to up to about eight nuclear power
plants"... fine, but building eight nuclear power plants would cost at
least three times less... It's quite a big difference in my world...

Angela Merkel has said two things. One, that "German constitution does
not permit devolving budget control to a European institution", and two,
that we need "fiscal union across the eurozone". As fiscal union means
giving up budget control to a european institution, presumably the
proposal is that every country in the eurozone just gives up budget
control to Germany.

This is not a free lunch. At best, it’s zero-sum, as whatever lower costs the “struggling” homeowners obtain, it’s paid for by the “struggling” savers. More important, mortgage paper is selling off hard in anticipation. After all, who would hold paper at 109 that was about to be repaid at par?? So the result will be that average rates will go up for everyone. So yes, some underwater mortgagees will get relief, but it will be paid for not only by bondholders, but by higher mortgage rates across the board. Likely worse than zero sum, instead a net loss to the economy.
