It's up to the real professionals to track and catch these people.&lt;/p&gt;&lt;p&gt;What this will actually do is give border guards a better ability to catch the mostly harmless idiots who post incriminating photos on instagram of themselves smoking weed or painting graffiti or whatever. Then they can do a thorough search, find a few butts from a marijuana cigarette or maybe the person will say the wrong thing and accidentally admit to something and then they can be arrested and fed into the American for-profit prison system. Cops aren't allowed to just walk up to you on the street, in Canada or the US, and just start going through your stuff and asking questions, but at the border they can. That's why it's such an important space for the incarceration industry to maximize their prisoner intake.
