I wouldn't doubt that a large part of that consumer purchasing is coming from student loan monies. I also think a lot is coming from welfare checks as well. Plus anecdotally, as you say, I've noticed a pick up in users of food banks. Which is to say that some people are getting their food for free from charities yet they are using the money they get for non-essential stuff like cell phones and tech stuff. Don't get me wrong, not everyone taking advantage of food banks is that way.
