Ratified 12/15/1791.&lt;/p&gt;&lt;p&gt;Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances."&lt;/p&gt;&lt;p&gt;That has been interpreted to mean that you can privately pray all you want, any way you want (including not at all), but government can not "establish" a religion and require that you support that religion.&lt;/p&gt;&lt;p&gt;Anecdote: I was raised a Catholic, then was transferred to a public middle school in 9th grade. I was not comfortable with praying  in the Protestant manner, which was still allowed in those days. Neither was a Jewish friend of mine at school. A suit was later filed (not by my friend and I of course) claiming that prayer in school effectively "established" a religion, and per the Supreme Court you can't have official prayer in school. The Rosicrucians of the time (including Ben Franklin) were deistic, and didn't pray to anyone.&lt;/p&gt;&lt;p&gt;I used to be a Catholic (but gave it up for Lent). They prayed directly to God--all three members of the Trinity of course. Praying "In Jesus Name" only from their standpoint would be really missing the point.&lt;/p&gt;&lt;p&gt;As far as Las Vegas NM is concerned, there's this clause in the Constitution about separation of church and state, and it's still in effect.
