But, in real life scenarios, you are going to have much bigger number of reward categories than the four here, [0.0, 2.0, 3.0, 4.0]. And most likely many of these rewards categories will one be seen once in your data. Doesn't this make it harder to generalise, since you will not have enough data points to to update the prior for those underrepresented reward categories? Any ideas how to deal with this issue?

Thanks for the nice explanation, very interesting. However, this only grants access to an entire row. What if you want to give some uses access to certain columns in a row (ie fields) but not the other ones

These are guidelines made by Ministry of Finance, sent to other governmental departments, for them to follow when drafting their own budgets.

Though, I found population till 2014, which seems to meet the minimum requirements here. The latest GDP is from 2014, which does not meet the requirements of quarterly updates. I could not find the values for unemployment as well.

When I checked now, the Excel is working again. So, I think the questions for "Is the data machine readable?" and "Available in bulk?" should be set to true now

When I checked now (mid October), the site was updated (http://www.tenderboard.gov.... and there are tenders awarded in October (http://www.tenderboard.gov..... So I think the question about "timely and up to date basis" should be set to yes now

The site for the Elections Committee is down (http://www.hce.gov.sy/) and according to this (https://www.washingtonpost.... I don't think the results were released at the level of the polling station. Thus, I don't think it meets the minimum requirements

This is the correct website for the ministry of environment, http://moen.gov.sy/ we couldn't find the data there either

We could not find results per polling station or district, see the results for presidential elections here (http://nec.org.sd/wp-conten... also no breakdown for invalid and spoiled votes. I think this dataset doesn't meet the minimum criterion here

It doesn't seem that the data is made available by the Sudanese government to the public. We noticed that many government, though have land registration, only owner of a land can check their own data, not the public

Yes, I've seen that. It is not updated. Latest year there is 1434/1435, while we are now in 1436 (tomorrow 1437 starts). Also it has expenses as functional balance, i.e. wages, bonuses, etc. and not as department level budget (health, education, etc). It has no description nor sub departments of course.
