I'm at step 2 - 95%. Still installing. Update - finished, restarted, now on Oreo. (Came from beta.) Update 2 - when I go back to system, it says I'm still on Android 8.0.0, security patch Aug. 5, and says it's still installing.

I'm told that there has been only one instance of a bank successfully
challenging regulators in the courts. The regulators enjoy sovereign
immunity. The solution has to be political -- getting the Congress to
think about a better way to handle the situation. Barney Frank, who runs
the House banking committee, seems to understand what's happening. He's
written regulators to caution them against being too arbitrary.
