Dispensories sell medical pot in many different forms including baked goods, soft drinks, oils, chocolate, and butter. It doesn't have to be smoked and a person would probably do better (or at least smell better) to consume it in another fasion. In one article, HPD officer overtime pay was around $140k. With only a few officers making ~25%+ of their base salaries on overtime alone (in 2006 dollars). In another article, our favorite ex-deputy Mikey Rodrigues pulled in significant overtime during his tenure. Were they just volunteering for overtime more or were they just doing significantly more work than everyone else? The ones listed work 500+ hours of overtime or over 12 full time weeks in addition to the regular load. Most residents don't wake up early or get home late enough to see the populated buses coming and going from Caltrain and Gavilan. So at least for out of town commuting, there is a lot of usage.&lt;/p&gt;&lt;p&gt;I can't defend local routes or dial-a-ride which is when most of the residents see the buses empty or with one or two riders. But I will say this; most people who choose the option to ride public transportation do it for two reasons. One is because that's all they can afford. The other is because it is economically sound personally to utilize public transportation. But to think the cabs are going to get this huge influx of business because dial-a-ride isn't competing with them is wrong because people plainly won't be able to afford to cab as much. I don't know how much an in town ride is in Hollister, but up in the Silicon Valley a short in town Hollisteresque ride is somewhere between 5 and 15 dollars in each direction. That won't work for most people around here.&lt;/p&gt;&lt;p&gt;Another option that could help cut the current waste is to contract the local taxis to do dial-a-ride service and subsidize the taxis to some small degree. That way you would get people picked up by cars and not buses which should lower operating costs, the taxis would no longer have to compete with dial-a-ride and so they with see a spike in business because of comparable pricing, lift the burden from county transit, add 24 hour service instead of daytime only, and the buses could concentrate on what they do well: the service to out of town. But it appears that it was written in a mannar that it is basically open to any business that can come up with the 1/3 and stick around for 5 years. And when you have free money available, most likely it is the savvey or connected that will utilize it first (See: government). I don't blame the Klaur's for applying for it, because most of us would stand in line for free money too. And descriminating against them because they have money is just as disgusting as descriminating against them because they don't. &lt;br&gt;&lt;br&gt;However, it doesn't settle well with my stomach that RDA money is being blown like that and I am reminded about the $20 million RDA bond they approved ("Not that we would need the money, but that we would have it just in case").
