And there is the rub.  When anyone can define a word to mean anything they want then they lose meaning.  Which is great for the guaranteed employment of lawyers but not so great for everyone else trying to make sense of it all.  Adulteration is a criminal act that requires two things: an act, and criminal intent (mens rea). Contamination more often than not is unintentional and accidental and as illustrated numerous times by Food Safety news, is extremely difficult to detect, predict or trace. But we should not bastardize the law and the language to achieve those ends.
