I was not astute enough to notice  until after reading the WSJ article that you reference. How many Cyber cafes exist here in my local area  and who the primary users are. I just commented earlier today about the users that I observed at a local job center that provides free internet access. An observation I would not have made in the absence of this medium one immediate and direct result of these realizations is recognition of an opportunity to help those who may in fact be on the precipice of helping themselves. Awareness of this Sub-grouping interested in and investing the time to utilize technology to better themselves or find engagement  seems to me like a terrific filter to distinguish amongst those whom may best utilize the help that all of us "god forbidding" could potentially need. I read Jeremy and Roberts threads yesterday in real time. I chose not to like or comment on the topic at the time despite the fact that I found the exchange to be both interesting and informative. I was honestly as interested in the subsequent slightly off topic debate as I was in the threads original intent. The return on Investment for me is an understanding of the basis for your post and learning about the dynamics of this medium as seen through participants lenses. Knowing who to follow based on a social ranking is a huge benefit for a  fundamental reason. With the exception of the suggested users function and the  known celebrities and media people whom interest you. How does a new user determine who produces quality content ? One of the primary reasons that some don't get Twitter is because until you are taught by a friend or learn by immersion how to utilize more than just the primary interface. The information that you have access to is extremely limited. This self regulating feed back mechanism to find both good content. In the form of ranked users and then to look for common interests in their stream should be a considerable Improvement ,&lt;/p&gt;&lt;p&gt;There is some really good information here.
