That job alone is left to the political party (DNC/Democratic National Committee, and RNC/Republican Naqtional Committee) to Swear and Confirm the candidate's eligibility, headed in this case in 2008 by Nancy Pelosi. Of course, the voters--and "useful idiots"--are the citizens that are left to place the candidates officially in office on election day.
The responsibility of Congress, in whole and in part, falls to Congress, AFTER the election in November and inaugral swearing-in on January 20th following the election. It's then known as impeachment thereafter.

The only true faith of a Muslim is that there is but one God (Allah (PBUH)).
