The GOP was going to lose 2008 badly because of George W Bush. Sarah Palin didn't change that dynamic at all.
Since then, she quit office and has sat on the sidelines.

Bowing out to save the state taxpayers from paying for lib frivolous lawsuits is pretty noble and smart in most people's opinion.

Except that Palin created the ethics laws that spawned those frivolous lawsuits in the first place. And then she walked away and let her Lt. Gov. and State Legislature work together to correct all of the errors and loopholes that she created in the first place.

No. She completed one full Presidential term; which is what she agreed to do.

It was in HER job description, when she agreed to come on board with Obama. She told him she would only be there for the first term when she accepted in 2008.

And when you accept a cabinet position from the POTUS, I would argue that YES...you are agreeing to remain for his entire first term. He has been brought in by the people for 4 years...and he is bringing you on board to help him in a highly visible position to help him with his task. He can't switch people around every couple of years. It's inefficient. I would say that his Cabinet is expected to stay for the entire term unless they specify otherwise during the initial interview...or a family emergency....or a scandal.

And also generally yes for the other positions around the POTUS (personal assistant, advisor, etc.), if you want to transition out of the executive....you would usually wait for the 4-year term to be up as that is when there is a natural breathing space since so many other changes are happening also.

Its not MANDATORY...but it is the regular, business as usual way things are done.

It is called Public Service, not SERVITUDE.
