I doubt Vietnam has enough stomach to set up any ADIZ. It is tantamount to declare war on China. Paracels is hopelessly lost forever to China. Speculation now is Vietnam will use Spratly issues as a negotiation tool for Paracels at best. It means trading Paracels for Spratly.
Rather setting up ADIZ in SCS, I believe China will use civil aviation as a disguise to ADIZ solution. Chinese airlines has already flown tourists to Paracels. Better than that, the tickets are so incredibly low that a lot of Chinese can afford to visit the Southern territories.Next step,China will set up ATC ( air traffic control) tower to coordinate all fights over this part of SCS. Although military aircraft transponders would not normally comply with ATC rules, powerful air radars can be set up in conjunction with civil ATC infrastructures serving as disguises.

But the PLA WILL do this, because as we saw in Xi's visit to Delhi in September 2014 - Xi does not control the PLA. The PLA does not answer to civilian leadership. It WILL act rashly and start a war. An insightful discussion on the strong cards that Vietnam has. Unique amongst the claimants, Vietnam is perhaps the last of the claimants that China would want to escalate tension with because it has by and large been very restrained over its claims to the Paracels so much so that China can come out to deny that there is even a dispute. Pushing Vietnam to declare an ADIZ covering the Paracels is like opening up old wounds and further complicating the SCS situation at a time when China is likely to have its hands full after the PCA arbitration award.
