If you did not yet complete your MCSA certificate path for Windows Server 2008, you are not yet certified and, as a result, there's not an upgrade option. However, you can certainly either finish your MCSA certification on Windows Server 2008 first, and then prepare for the single exam (70-417) to upgrade as an MCSA on Windows Server 2012. It seems a little odd that MCITP: Enterprise Desktop Administrator on Windows 7 cert qualifies for the upgrade, but not the MCITP: Windows 7, Enterprise Desktop Support Technician.

Thanks for your question! The skills validated in the DST certification do not cover enough server skills to set someone up for success and is much more heavily focused on the desktop, which makes it a better certification to upgrade to the MCSA: Windows 8.
