Oil isn't between layers of rock for a purpose. It's there because carbon-rich plants that were in the shale were transformed into hydrocarbons by elevate temperatures and pressures.

There are numerous counties in South Texas where whites have ZERO power regardless of how much money they have. If you had ever been to Cameron, Hidalgo, Webb, Starr, Val Verde, Kinney, Zapata, Maverick, Jim Hogg, Duval, San Patricio, Nueces, Kleberb, Kenedy or other counties along and near the Rio Grande, then you would already know that.
San Antonio has a majority Hispanic population, Austin is quickly approaching that situation (if it is not already there), El Paso has LONG ben majority Hispanic, and both Houston and Dallas-Fort Worth are heading there very quickly.
Texas has a huge Hispanic representation in the state legislature, as well as in the US House of Representatives, and now one of its two US Senators is Hispanic. You argument fails the reality test.
