Austin is a city 2/3 the size of San Antonio with 1 billion more dollars in its tax receipts. Let's take a couple hundred thousand dollars and pay 100 APD officers and volunteers to get in their personal vehicles with dash cams and drive a route up and down the targeted areas of IH 35 one after another for the entire weekend. Then, as soon as an incident is captured or reported. Have cops shutdown all entrances and exits to IH35 and search all the cars for a stash of rocks.
