No system is perfect, don't get me wrong. Kitsap County has been behind the times for decades because it only has a governing board of 3 commissioners to handle all of the final decisions. For 200,000 people? Additionally, renters should have renters insurance. It's cheap and will save you years of regret if a fire breaks out in which the building you live and damages your belongings. But, then again, let's be realistic. The county is undergoing a shrinking process; POrt Orchard will annex a major taxation district portion of the county and it's only a matter of time before Silverdale incorporates and becomes a self-taxing and sustaining city. This will render Kitsap County without a good deal of it's current revenue and significance in the scheme of things. The commissioners will probably try to preempt these from occurring as it is in human nature to maintain as much power as possible. As Lord Acton said, "Power tends to corrupt and absolute power corrupts absolutely". No human has ever been born or will be born that this does not apply to.
