I'm guessing this was for aesthetic reasons?&lt;/p&gt;&lt;p&gt;Having an open collection at the bottom of the chains puts much more pressure on the filtration systems, not too mention the inefficiency of collecting water via chains, particularly during heavy downpours - which in Hawaii I'm sure you'll get a lot of.
