It is something I have been giving alot of thought on lately as I am doing some consulting for a small start-up in Australia that has some technology in this area.    If you want to explore more, do a search on Market Oriented Clouds and/or Meta Negotiation and you'll find some key research that defines a method for private networks to enter a global cloud exchange (out of University of Melbourne).
