This is a bogus self-covering position from the AI people. Even if Congress passed some sort of law against limiting AI, nobody else in the world would be bound by those laws. And the real threat isn’t that some sentient AI would wipe out humanity, it’s that an AI system trusted to run some sort of critical infrastructure will do something unforeseen because we don’t really know why an AI system does what it does, and they’re quite adept at straying outside the guidelines we create, because those guidelines are co-written by stupid, fallible humans.

There were quite a few ARMs (adjustable rate mortgages) here in the US not that long ago, although anyone who didn't lose their house in 2008 and had any sense refinanced to a low rate if they could.

Nothing new. Except that nobody in the media has been portraying it as the murder capital of the country like they have for a decade in Chicago and the past couple years in Portland. The population is about 1/3 larger than Portland's but they have about two-and-a-half times the number of murders each year.
