My guess is that they think they don't understand the market and don't want people to make boatloads of money without them expecting it.  When I was tooling around with some &lt;a href="http://weather.com" rel="nofollow noopener" target="_blank" title="weather.com"&gt;weather.com&lt;/a&gt; xml weather data I had to agree to a document stating that, among other things&lt;/p&gt;&lt;p&gt;YOU MAY NOT USE THE SERVICE TO CREATE WEATHER AND WEATHER-RELATED PRODUCTS TO BE DISPLAYED ON HANDHELD OR OTHER WIRELESS DEVICES.&lt;/p&gt;&lt;p&gt;I think things like that are indicative of people not wanting to let the tech world control itself. People have commented there and on tech news aggregators that it is apparently very similar in concept to Laconica, the backbone of &lt;a href="http://identi.ca" rel="nofollow noopener" target="_blank" title="identi.ca"&gt;identi.ca&lt;/a&gt;.  It's biggest benefit in my mind is the fact that you don't really need a central server that could be the recipient of a DoS.  It looks like you would still need a little bit of infrastructure to handle some specialized tasks, but I think it is all still fully distributable. That made sense to me based on what kind of stuff Bill Gates was trying to do, but it seemed to me that that phrase gained its truth from the fact that Gates was trying to Microsoftize what amounted to more than a communications medium.  Even though the Internet has become the premier communications medium, I think that Bill's desire to own it stemmed more from wanting to dominate the business side of everything technology.  Say what you will re the business applications of Twitter, but the Evan Williams thing doesn't seem like his labor is so supremely short-sighted as Gate's ambition to control the internet.
