It may have taken more time via a library, or an in-person visit to the town, but the man would have been reunited eventually, and the story just as sweet. I worked a provincial election here in Canada and was paid for every minute of it — which made me that much more of a stickler for making sure I had my math right when tabulating. Moreover, the parties sent over scrutineers who could challenge my conclusions when people marked their ballots weird. Those folks were volunteers, I think, but as far as being in the role of identifying and verifying people, handing ballots, delivering the instructions on voting, correcting address information, I can't imagine relying on unpaid labour for that. Under new program, trucks will come by to collect (hopefully less) trash, recyclables and (hopefully) more yard trimmings and food scraps.&lt;/p&gt;&lt;p&gt;The only alternative the city mentions that would reduce the cost of any of these services is home composting.&lt;/p&gt;&lt;p&gt;Of course the engineer can't say for sure that there will be cost savings.
