When you get a penalty in football, from my understanding, you have the option of either taking the penalty yardage (5 in this instance) or whatever you gained.  So even if Wolfe gained 8 or 9 yards (and there was a penalty called), the Bears still would have been short of a 1st down.  I agree that if you snap it to the upback with 12 players on the field and you have further than 5 yards to go, it is essentially a free play...but I think he'd still need the full 11 yards for the Bears to get a 1st down.
