The issue here is that there are few non- private institutions that have the know-how, money and will to make this happen. There is not much room for a second Facebook as there is not for a second twitter. Most users can hardly cope with these 2 already let alone invest time and energy to erect their personas in new social networks. The truth is that we all allowed the unthinkable to happen: make our online personas and networks the private property of compagnies that aim at money making that's all. Now it seems impossible to opt out even if we know the risks as the personas and relationships / network build there is too important. &lt;br&gt;The only ways to revert this is to have as good or better platforms offered by the open source / commons crowd and the possibility to port your whole Facebook / twitter life to these with a click. The rise of Quora leaves room for hope that the people are still willing to try something new. I just wish they could tap on the expertise that does exist both in the US and in Europe, in many other places and online communities in particular to create a real public dialogue tool.&lt;br&gt;A blog with comments is a good tool. But not the kind of tool that will enable meaningful citizen participation and engagement.&lt;/p&gt;&lt;p&gt;There are bold experiments out there from which the Change team should learn. There are real edemocracy / eparticipation / policy transparency experts out there that have done it before and in many cases successfully.&lt;/p&gt;&lt;p&gt;I believe this is an area where the Change team has to invest in seriously. Create a powerful eDemocracy team that will bring in the experts and connect with these communities.&lt;/p&gt;&lt;p&gt;Using existing tools such as blogs and wikis can get you to a point. You are not allowed (not technically of course) to mail your director about something or to share information. You need to follow the command chain: you-&amp;gt; your superior -&amp;gt; his superior -&amp;gt; (...) -&amp;gt; the Director General. The same goes the other way round. The chances that information gets through the way up are very limited ... So despite the fact that the organisation has adopted a technology (e-mail) that allows for the flow of information to be freed and the pyramid to be flattened (you-&amp;gt;Director General) this is not the case ... The process re-engineering needed never happened. The result is that sing new ICTs has made the bureaucratic characteristics of the organization even more prominent. &lt;br&gt;What is really weird is that the same General Director or CEO etc is probably "friend" to some teenager on facebook ...&lt;br&gt;The increasing use of social networks among colleagues outside the firewall - as these are often not provided internally- is increasingly eroding the internal organisational structures creating ad'hoc teams and groups of co-workers that can finally easily collaborate online (google docs, yahoo groups, etc) that have nothing to do with official organigrams.&lt;br&gt;Lacking the vision and awareness / understanding at top management level is mainstream in public institutions, thus changes happen randomly, bottom-up in a way that is probably not benefiting the whole of the organization but small clans of power-users ...&lt;/p&gt;&lt;p&gt;Twittering inside the organisation could be beneficial in my view, only as one of many different communication modes ...
