What is the cost to fight cigarette smuggling versus the gain by increased tax revenue? Little to none and in some cases it is costing more to fight the problem than money collected. You want to solve the problem? Lower the tax to a fair rate. Consumers will begin buying locally again and the criminals will go back to selling drugs to our kids. The bottom line is you can't make people do what you want them to do. You have to give them a good reason to behave such as a reward. Threaten all you want and it will only get worse. The Feds have been fighting bootleg booze for over 200 years and still haven't won that fight. What's that tell you? Treat folks right and they will confrom. If it is not a problem then don't make it one.
