Act was a BIPARTISAN effort that became law, signed by Trump. The Biden administration might have expanded it (with the help of Congress), but it was originally started under the Trump administration.&lt;/p&gt;&lt;p&gt;I would say that the programs worked by keeping millions of Americans out of poverty and many were able to stay employed during the worse parts of the pandemic. Yes, the PPP didn't help as many workers as first hoped, but it still helped thousands.
