She is certainly not protected by the First Amendment, which prohibits GOVERNMENT interference with free expression, not "odd requests" or harassment of strangers. It's a poor country, to be sure, but it has a decent government and lower crime than other parts of Central America.  Even better, why not immigrate to Costa Rica, which seems to be a popular destination for American retirees.&lt;/p&gt;&lt;p&gt;In other words, is the decision to come to the US legally or illegally really motivated by fear or is it to receive public assistance and free health care?
