Paul puts in numerous extra hours in fulfilling the duties of the office.  How much should a person do above and beyond what the job calls for? I also believe that Paul is on a "contract " based on performance. Certain things performed, pledged, and done for the amount paid.&lt;br&gt;If these obligations are not met then the pay is not given. At least something like this was discussed at some city council meetings. Does everything come down to the issue of money? I guess it does to some degree.  If you can't increase your revenue then you have to decrease your expenses. Very simple.  Cut pay, eliminate jobs at city hall etc.  Do away with the police force. Put everything in reverse according to when they were created. This is the way to weather the storm.&lt;br&gt;     If you are not a city---who paves the streets?  Provides water, sewerage, rules &amp;amp; regulations for growth etc.?  The county?(that would surely affect zoning laws). Your analysis is well done much appreciated.  I think both Paul and the City Council have kept a steady hand and a cool head concerning the business of the city.&lt;br&gt;   Growth just for the sake of growth is never the answer. Our revenue has gone down because of the bad economic crisis,with fewer people coming to visit Langley.  This will change.  Things will get better.  Sure we may have to cut some jobs or salaries but we can weather the storm.  I think the country is already turning around.
